The 35-year-old star is reportedly looking to ex-West Ham player Frank McAvennie for inspiration for the new role, where he plays a footballer who causes trouble in a small Lone Star town.
The movie is yet to be given a title but Brand is said to be a co-producer on the film.
A source said to UK newspaper The Sun: 'Russell loved watching McAvennie from the terraces as a kid but was also interested in his off-field behaviour.
'He's had the idea about how such a wayward footie star would go down in the States and he knows he'll have fun playing a character like this one.
'Russell will have to improve his footie skills, though. He's never hidden the fact he's not the greatest person to have ever played the game.'
