The controversy began when Cannon, 31, won a bet on US radio show 92.3 NOW and was given permission to look after the host’s Pomeranian dog ‘Charlie Roo’ for the day.
Cannon could be heard talking with staff at the radio show about tying 50 balloons to the teeny pooch in a bid to make it airborne.
After an on-air commotion, the programme cut abruptly to music.
Animal lovers rapidly took to the internet, denouncing Cannon and the team as “cruel, irresponsible” and “abusive”.
Cannon brushed off the incident as a joke and wrote: “Even if someone was dumb enough to try the balloon stunt scientifically it wouldn't work!” and “Oh yeah by the way, mathmatically [sic] 50 balloons could never carry a dog into the air.”
As the furor continued he Tweeted: “Charli Roo is safe and sound'.
Cannon is married to pop diva Mariah Carey - the couple keep several small dogs as pets.
