Jars of Clay is a Christian Rock band, so their lyrics are open to some interpretation. You could view this as:

A) a simple song about a boy trying to get a girl's attention as he sings below her window, or

B) you could personalize it, making this a song that God is singing to you about the joy of "coming on" and appreciating your duty to love unconditionally, and by doing so, helping others to "come on" as well.

In my effort to translate it, I'm going with interpretation B.
