Adam Lambert, Anna Faris and Zachary Levi also dressed up for the party in Los Angeles, two weeks after Katy turned 27 on 25 October.
Perry donned a pink cowgirl outfit and rode a mechanical bull at the Wild West Birthday Ho Down Throwdown, as Russell, 36, who was dressed as a Native American, watched.
The star told JustJared.com: 'I like all my friends to have a good time. I want them to have an experience.'
